Town Hall Jubilee Exhibition.— The exhibition in the Town Hall in aid of the North Adelaide Private
Hospital was continued on Monday.- <clip>
<clip> Three tableaux were presented during the evening, and to enable the visitors to see them the
presentation of two scenes had to be repeated, those who witnessed the first presentation leaving the
hall to allow those waiting outside to enter and see the repetition. "The Old Woman and Her Shoe,"
arranged by Miss Todd, was first presented. Messrs. P. Stokes and Mr. Squires managed the stage.
Miss Hardy acted the " Old Woman," attended by about fifty children, who cleverly carried out their
duties. The second tableaux represented "A Gipsy Encampment." It was arranged by Miss Todd and
Mr. J. P. Short; and the characters were taken by the Misses Wigley (2), Cavenagh, and Peterswald,
Mrs. W. B. Wilkinson, and Messrs. A. Ross, G. Wright, E Giles, and H.Todd. "Auld Robin Grey" was

Meteorological Stations.— The new meteorological station at Mount Lofty Railway Station is now in
full working order. It has been established by Mr. Clement L. Wragge, in the hope that it may remain
long after he has left the colony, and is equipped with the best instruments from his reserve stock at
the Torrens Observatory. It stands on railway premises by the consent of the Commissioner of Public
Works, and Mr. Litchfield, the stationmaster, is the observer. The instruments consist of dry and wet
bulb thermometers and maximum, and minimum self-registering thermometers, all of the best
manufacture, and exposed in Stevenson's double-louvred screen in strict accordance with the rules of
the Royal Meteorological Society of England. There is also a rain-gauge of most approved pattern.
Observations are taken dally, and copies of results will be sent by desire to Mr. C Todd (Government
Astronomer), and also to the Meteorological Society of Australasia, Mr. Wragge considers that this
new station will be of great interest and value to residents in the hills as indicating local climate, and
suggests that the daily readings should be exhibited near the booking office. Self registering
instruments will be left at the observatory on the summit of Mount Lofty under the auspices of the
Society, and the work at the Torrens Observatory will be kept up by an assistant.

The Postmaster-General.— Mr. C. Todd, C.M.G., returned from Victoria on Thursday evening in
company with Sir Robert N. Fowler, who is at present a guest of His Excellency the Governor. Mr.
Todd was interviewed by a representative of this paper on his arrival with reference to the business
transacted at the Postal Conference held in Melbourne. He, however, stated that he was pledged to
secrecy and could not supply any information. During his visit he with Mr. Downer and the Sydney
representatives discussed with Mr. Speight, the Chairman of the Railway Commissioners of Victoria,
the railway arrangements to be made for the conveyance of the English mails from Adelaide to the
other colonies. The point raised was whether special trains could not be dispatched bearing mail
matter from Adelaide to Victoria on occasions when steamers do not reach a South Australian port till
after the departure of the 3 o'clock express from Adelaide. It was agreed that should a steamer arrive
at Port Adelaide after the departure of the train at 3 o'clock, and before 9 o'clock the same night, a
special mail train should be sent to Melbourne, the cost being borne equally by the Governments of
Victoria and New South Wales. By this means the English mails will reach Melbourne in time to be
delivered by the last afternoon delivery, instead of on the second morning after the arrival of the
steamer at Adelaide. The hour of 9 o'clock was fixed as the limit, as the dispatch of a train later in the
night would be of no use in Melbourne. Mr. Todd had several interviews with the Controller of Stamps
in Victoria, and in conjunction with the Commissioner of Stamps (Mr. Russell) he has now everything
ready for the working of the Stamps Act, which comes into force on December 6. He denies that the
South Australian Government have yet purchased any machinery from Melbourne. He is anxious that
if possible it shall all be made in the colony. The Postmaster-General, while in Victoria, went
thoroughly into the question of the postal notes arrangements, and everything will be ready when
required. It may be mentioned that the design of Miss Gwendoline Todd, a daughter of Mr. Todd, has
been accepted by the Government for the postal note, and it is now being engraved. Mr. Todd also
met Mr. Russell and Mr. Ellery, the Government Astronomers of New South Wales and Victoria, and
generally discussed meteorological and astronomical matters. The main object of their conference
was the adoption of a uniform principle of taking observations throughout the colonies.

Synopsis: Stamps Bill passed
Summary: Outlines denomination and designs of a host of new postal and revenue stamps
Operation of the Stamps Bill.— As notified previously the Stamps Bill passed this year will come into
operation on December 6. The Commissioner of Taxes is to be appointed Commissioner of Stamps.
In connection with the Bill new stamps will shortly be issued, which with those at present in use will be
available for either postage or revenue purposes. The plates were sent out from England some time
back, and the stamps were printed at the Stamp-printing Department, under the charge of Mr. G. F.
Hussey. The new stamps include a five shilling, a half-crown, a sixpenny, and a threepenny. The fiveshilling and half crown stamps are double the size of the ordinary ones, the colour of the higher price
being pink and that of the half-crown violet. The designs are so arranged that stamps of any value can
be obtained without fresh plates. The new stamps are upright oblong in shape, with the Queen's head
in the centre. On the top they are headed "Postage and Revenue" with the price at the bottom, and
the words "South Australia" around the circle. The threepenny and sixpenny stamps are square; and
of the same size as the ordinary. The colours are olive green and light blue. The sixpenny, will not be
issued until the present stock of the old stamps of a similar price is exhausted. This will be in about
three months. The dies for the duty stamps for cheques and stamps on bills of lading are also ready in
the office, and several of the Banks have sent in their cheque-books to have the cheques embossed.
The stamp for cheques is Id., and that for bills of lading 6d. They measure l?th inch by 1 inch. The
crown is on the top, the words " South Australian" under the crown, the amount in the centre in words,
and the words "Duty Stamp" at the foot. The dies were made in the colony. The cheques are
embossed on the right-hand side.

IN THESE days of retrenchment, when it is desirable to economise in every possible direction, we are
from time to time led to wonder at the apparent extravagance of those who are conducting the ship of
State. A short time ago a large outcry was raised in the Parliament and out of it, in reference to the
almost indiscriminate use of free railway passes. It appears to us there is another point to which the
Commissioner of Public Works might direct his attention, that is, the frequent and utterly unnecessary
and wasteful expenditure involved in the running of special trains to suit the convenience or whim of
persons in authority. The other day, when the members of the Postal Conference went to Melbourne,
we are told they went by special train, which must have cost a good round sum. Why could not Mr.
Downer and Mr. Todd travel by the ordinary train ? The State pays both men for their time, and the
small saving of time by travelling in the special train would nothing like compensate for the expense of
running a special train over 500 miles for a mere whim. Then, again, we notice that certain railway
officials who came from Melbourne this week must have a special train, under the pretence of
examining and inspecting the line, as if this could not be done from the ordinary train. We should like
to know the cost of one of these special trains, and the object gained in running them. If the object is
simply one for exclusiveness, then the country has no right to pay for it, nor the Government to
sanction it. <clip>

the clouds, and was a failure for practical business purposes, he stated what every day is proving to
be correct. We have only to refer once more to the glorious muddle he made of the Peninsula mails
when Mr. Todd left him in charge, and also to the length of time he is setting right the outrageous
blunder he then made at the instance of one part of the Peninsula. Deputation after deputation has
waited on him in the matter, and every time he admits a mistake has been made, but being only a
theorist there he stops, while we suffer and Adelaide tradesmen benefit by his do-nothing policy in the
matter. Then a short time ago the same hon. gentleman promised Mr. Moule that the disparity existing
between certain teachers, which he has instituted in view of retrenchments, should be adjusted. But
so far nothing has been done and the teachers like the tradesmen on the Peninsula must grin and

THE WEATHER AND THE CROPS
The weather still continues all that could be wished, and almost every day we are getting fine
showers. The grass and the crops are growing with astonishing rapidity, and if the weather only
continues favourable the season promises to be as fine as any we have ever experienced. Mr. Todd
says there is a centre of atmospheric depression to the south of Western Australia, accompanied by
heavy rains, which is now moving eastward. Should it reach this colony or not pass too far to the
southward, we may expect a further heavy fall of rain. Hitherto the ground has absorbed nearly all the
rain which has fallen, and very few of the streams are yet running. We need a good downpour yet to
fill the creeks and rivers and secure a good supply of water through the coming summer. With the
continued rains and the daily improving state of the crops men's hopes are reviving and business is
beginning to recover.

Summary: Train passengers delayed by changed arrangements for postal sorting at Terowie
On Monday evening a public meeting was held at the institute. It was convened "to memoralize the
Government to construct a line through Lancelot to join the Silverton line, and other matters of local
interest." <clip>
<clip> Mr. E. P. Brady said there was another matter which he wished to bring before the meeting.
Through a freak of the Government or Mr. Todd's the sorting of the North-East mails was now done at
Petersburg instead of Terowie. Passengers were delayed here transferring and at Petersburg on
account of the mails and the time at either place was too short to allow refreshments to be taken
comfortably. He thought the mails should be sorted here as previously.

This has been a memorable week in the history of Teetulpa, in that during the period mentioned we
have seen more buildings of a substantial character either erected or their erection commenced than
in any previous similar space of time. The post-office, which is neatly and strongly built, was so far
completed on Friday last that the officials were able to take possession. The new office was badly
required, as the galvanized iron shed was altogether inadequate to the requirements of the place. The
new building is roomy, and above all well ventilated, so that altogether there will be plenty of
accommodation for a telegraph operator should Mr. Todd favor Teetulpa with a line from Mannahill.
Whilst on this subject I may say that no little surprise has been manifested not only by the business
people, but by numbers of the diggers, at the tardiness of the Government in connecting Teetulpa
with Mannahill by wire. Teetulpa with a population of say 5,000— it must be nearer 7,000—is surely
deserving of a telegraph office. One has but to remember the fact that numerous little townships in the
north are connected by wire which do not dispatch as many messages in a month as would be sent
from here in a week, aye, a day, to remind him of the short sightedness of the Government in not
providing the golden city with telegraphic communication. Perhaps Mr. Todd will say, in reply to this,
that it is very doubtful whether the field will last, and that the Government would not be justified in
spending the money until there is more known as to the permanency of the field. It is impossible to
say whether the field will last, but in erecting a telegraph line the Government would be no worse off
than they are in relation to the small towns of the north, which, although possessing the blessing of
telegraphic communication, have not a third of the population of Teetulpa, and they certainly have no
better prospect of adding to their population or becoming more permanent. A cheap line, say 15 posts
to the mile, is all that is required, the line to be regarded as of a temporary character, and if in the
future the field gives promise of better things the line could be easily strengthened. I think I am right in
saying that had a line been put up a month ago its cost would by this time have been pretty well met
by the number of messages transmitted. At present the messages have to be sent by post to
Mannahill, and then dispatched, and in the case of the warden's message and press messages they
have to be carried daily on horseback, at no small cost to both parties.
Coming back to the erection of buildings, it is perfectly surprising to see the large number of shops
built of wood and galvanized iron that are being put up, The days of canvas and calico shops at
Teetulpa is over, and judging by the substantial structures that are going up the tradespeople
evidently believe in the future of the field. Teetulpa-parade is progressing at a fast rate, <clip>
